1.            SUMMARY AND POLICY CONTEXT:

 

1.1      To receive petitions referred from the Full Council meeting of 15 July 2021.

 

2.         RECOMMENDATIONS:

 

2.2      That the Committee responds to the petition either by noting it or, where it is considered more appropriate, calls for an officer report on the matter.

(1)         Whitehawk Speed Bumps

To receive the following petition referred from the meeting of Full Council and signed by 60 people:

 

We the undersigned petition Brighton & Hove Council to install speed bumps along Whitehawk Road from St Davids Hall to the Primary School and include traffic calming measures as part of the planning process for new builds

Motorists and bikes are driving at excessive speeds along this road where there are: Nurseries; Schools; Wellsbourne health centre; Family centre; Youth club; Library and residents including elderly; disabled and families with young children.

Four new blocks of flats have opened in the area with a fifth under construction, all using the above facilities. If the proposal for 700 new flats at Black Rock goes ahead this will add to the existing traffic problem.

 

 

 

 

(2)         Portland Road Crossing

To receive the following petition referred from the meeting of Full Council and signed by 323 people:

 

We the undersigned petition Brighton & Hove Council to make the pedestrian crossing close to Westbourne Street one with buttons and lights to halt the traffic – and prevent further misery after the latest terrifying collision between a driver and a pedestrian. There are several of this form of crossing along nearby New Church Road.

There have been several injuries and frequent near-hits on this Crossing, which is frequently obscured.

 

(3)         20mph Speed Limit on Portland Road

To receive the following petition referred from the meeting of Full Council and signed by 687 people:

 

We the undersigned petition Brighton & Hove Council to 1. Immediately bring forward an officer report to Environment, Transport & Sustainability Committee with a view to introducing a 20mph speed limit to Portland Road in Hove; 2. Detail within said report why safety measures for Portland Road that have been negotiated already by Cllrs Nemeth and Peltzer Dunn have not been introduced; and 3. Increase patrols to tackle dangerous parking on Portland Road.

(4)         Free school travel for children in Whitehawk, Bristol Estate and Manor Farm

We the undersigned petition Brighton & Hove Council to provide free return transport to secondary school for all children and young people living in the East Brighton communities of Whitehawk, Manor Farm and Bristol Estate from September 2021. We also request the provision of suitable transport for students who attend after school activities at Longhill High School, and a direct bus service from our neighbourhood to the Brighton Aldridge Community Academy.

For the past sixteen years children living in our estates have not had access to a local secondary school. This means that they travel more than six miles a day to attend secondary school. They must do so on public transport as the length and nature of the routes mean they cannot walk or cycle.

 

(5)         Bexhill Road Play area crossing

Bexhill Road playground and skatepark is a popular attraction for Woodingdean's children. It's the only play area in this part of Woodingdean. But getting into the play area can be dangerous.

It involves crossing a busy road with speeding cars and parked vehicles blocking the view of both drivers and pedestrians. Back in 2014 the council looked into it but decided the essential criteria for a crossing point weren't met. So nothing happened!

The amount of fast traffic on Bexhill Road has increased in recent years - as drivers cut through Woodingdean to avoid the queue of vehicles trying to get into Brighton.

A crossing point at the playground and skatepark would be a massive help for Woodingdean. It would:

Reduce the perception of danger our children feel when crossing a busy road which is often used as cut through.

Make it easier for everyone to access the green space beyond the playground and park.

Provide safer access to bus services which serve the local area.

Make it easier for those with impaired mobility to cross the road.
